  Why Lata Mangeshkar Was Covered With National Flag? According to Flag rule, covering a civilian body with the national flag is an offence. The flag will only be covered in State, Military and Central paramilitary forces funerals.  Now what's important in this current situation is State Funeral. When a President, Prime Minister, former President or governor dies, it falls under State funeral. State funeral is not  applicable for any other dignitaries. But Central Government has the power to order a State funeral, so after the death of Bharat Ratna awardee, legendary singer Lata Mangeshkar , the central government declared a State Funeral.
